Looks like some sort of painting program. I would try it on a stronger image, this one is okay but doesn't hold my interest well. Personal preference I am sure.

I agree its not a great shot as there isn't a solid subject in the shot...and it doesn't take you anywhere. I just liked the colours and the feel. I still can't remember the plug in I used... getting older sucks... ;-)
